and fixed £480 £600 as the rate of pay for both. I have been drawing the maximum pay of the grade since January, 1900,
and with the exception of myself, every other officer now in the
grade has been appointed to it from a junior position or has
been appointed from outside Government Service to the position.
In April, 1901, Mr. Gale was promoted to it. He was therefore
entitled to draw his maximum in April, 1910. The remaining
Executive Engineers entered the grade subsequently and in the
usual course would have reached their maximum rate of pay as
follows:-
Messrs. Hollingsworth, January, 1911: Fisher, May,
Jackman, July, 1912: Perkins, May, 1913:
Jaffe, Januarym, 1915.

These officers besides having entered the grade a long time
subsequent to myself have all been in addition specially favoured
by having the maximum rate of pay granted to them long before it
was due.
My or is the only position which has been al -lowed to remain unimproved and that for a period of over eleven
years.
I respectfully submit that the time has now arrived when as a matter of equity my position should be placed
on a scale of remuneration at least equal to that now given to
the senior Executive Engineer (Mr. Tooker) which in Sterling
is equal to £670 rising to £720 per annum.
Having regard to my age and work (as pointed out the work in certain cases in the three branches has increased over 100% during the last eleven years), and that the systems obtaining in the Branches under my charge were initiated by, and have been developed under myself, my long service, and the fact that I have entered my twelfth year on the same maximum rate of pay; and that besides these more or less personal consideration there has been as I have endeavoured to show a substantial in- -crease in the importance of the Post of "Superintendent of
